The Super Eagles dominated possession throughout, but the Mediterranean Knights focused heavily on defense, making it difficult for Nigeria to find the back of the net.
Dele-Bashiru, who replaced Alex Iwobi in the 74th minute, netted the winner in the 86th minute after connecting with a low cross from Moses Simon.
His strike broke the deadlock and ended Libya’s resilient defensive efforts.
Earlier, a goal by Ademola Lookman was ruled out for offside, sparking protests from some fans in the stadium.
Coach Austin Eguavoen’s side, featuring a front three of Victor Boniface, Ademola Lookman, and Moses Simon, pressed relentlessly but struggled to convert their dominance into goals.
Simon started ahead of Samuel Chukwueze, while Stanley Nwabali retained his spot in goal.
In defense, Ola Aina, William Troost-Ekong, Bruno Onyemaechi, and Calvin Bassey ensured a solid backline.
In midfield, Wilfred Ndidi, Frank Onyeka, and Alex Iwobi controlled the game for the three-time African champions.
With this victory, Nigeria now leads Group D with 7 points, ahead of Benin Republic (6), Rwanda (2), and Libya (1).
The Super Eagles will face Libya again on Tuesday for the return leg at Benina Martyrs Stadium in Libya.
